The Building Department is responsible for performing all inspections and code enforcement activities with relation to all building codes, ordinances, rules and regulations within the general administration of the department.  Code Enforcement is integral part to keeping our community clean and works to sustain safe and healthy living conditions for residents and businesses of the municipality.

Permit schedule: it typically takes 24 hours for a permit to be processed. Please call first to verify that your permit is processed as our office will try its best to reach you when the permit is ready. Inspections will not be scheduled until the permit is picked up and the inspection sheet is signed by the homeowner or hired contractor.

If a contractor is hired to do the work, they must apply for the permit, not the homeowner.

Residents are advised that all contractors working in the Village of Manteno are required to be licensed by the Village. Permits will not be issued until your contractor is licensed. A licensed contractor provides you increased protection from injury claims and improvements that do not meet minimum code standards. It is important to recognize the contractor’s license does not indicate or guarantee a level of quality workmanship. Residents should always check with a contractor’s references, and other resources, before selecting a licensed contractor.

    and your Property Tax

    The home imporvement projects listed below would increase the value of your home; therefore your taxes would increase. However, the State of Illinois gives you a 4 year tax exemption for home improvements, plus taxes are billed a year in arear. So you will not see an increase in your tax bill until 6 years AFTER you complete your project.

    VILLAGE OF MANTENO

    YARD SIGN POLICY

    PURPOSE:  To establish a policy that sets forth the guidelines that will  provide for and promote the use of signs in the village which are safe, aesthetically pleasing, compatible with their surroundings and legible in the residential neighborhoods. It is also the intent of this policy to preserve the noncommercial character of residential neighborhoods while attempting to avoid distractions that may increase traffic accidents by distracting driver attention from the roadway. Lastly, to establish a process by which certain civic groups (see list of permitted organizations) can temporarily erect signs that serve to call attention to those organizations and sponsored events.

    PERMITTED GROUPS: Organizations and Groups permitted by this policy are as follows

    • Charitable Organizations (i.e. American Cancer Society, American Heart Assoc.)
    • Youth Organizations (i.e. Athletic, educational and other supervised type Org.)
    • Educational Institutions (Public and private)
    • Churches and other Religious Affiliated Groups
    • Civic Groups and Organizations (i.e. Chamber of Commerce, Rotary Clubs, Lions Clubs, Knights of Columbus etc.)
    • Community Sponsored or approved events (i.e. Cruise night, Movies in the Park, Concerts in the Park, Sportsman’s Club Fire Works, Farmer’s Market, Ride For Life, Relay for Life)

    ALLOWED POSTING: Posting of signs may only occur on Private Property and with the land owner’s permission (no Public Properties or Right of Ways).

    PERMIT REQUIRED:  No permit will be necessary for those Groups and Organizations Listed:

    PERIOD TIME ALLOWED: According to the existing Sign Ordinance Chapter 13, Section 9-13-13(C-5), signs may be erected for up to 60 days.

    NUMBER OF SIGNS: According to the existing Sign Ordinance Chapter 13, Section 9-13-13 (B-1), no more than one sign per lot, except that on a corner lot two (2) signs will be permitted provided they face different streets.

    SIZE OF SIGNS: According to the existing Sign Ordinance Chapter 13, Section 9-13-13 (C-2) signs shall not exceed six (6) square feet in area. Section (C-1) signs must not be higher than five (5’) above the ground.

    ILLUMINATION: According to the existing Sign Ordinance Chapter 13, Section 9-13-13 (C-4), signs shall not be illuminated.

    QUALITY OF SIGN: According to the existing Sign Ordinance Chapter 13, Section 9-13-10

    (B) All lettering must be composed through the use of computer generation or stencil.

    (C) No signs shall be permitted that show wood in its natural exposed condition.

    (D) Spray paint may not be used on any signs.

  • Siding repairs (less than one square, 100 square feet)

*Although these projects may not require a permit, any hired contractor must be licensed through the village.
